Retirement insurance: why a private supplementary pension is your best bet
Retirement is approaching, and with it comes an essential question: how can you maintain your standard of living once your career is over? In Luxembou…
Early retirement, or the early old-age pension, is a statutory pension that may be paid before the legal retirement age of 65, provided certain age and career-length criteria (known as the "qualifying period") are met. It is part of the public scheme managed by the Caisse nationale d'assurance pension (CNAP).
Be careful not to confuse it with pre-retirement, which falls under labour law and requires a specific agreement between employer and employee. This is a separate scheme, governed differently.
Another important point: the early pension is not granted automatically. You must expressly apply for it to the competent bodies. It is therefore best to start the process well in advance.

What are the conditions for early retirement in Luxembourg?
To qualify for the early old-age pension in Luxembourg, two main conditions must be met at the same time: an age condition and a qualifying-period condition, meaning the length of your contributory career.
The qualifying-period condition
The qualifying period corresponds to the total length of your career, calculated in months or years. Several types of period may be taken into account:
Compulsory insurance periods: contributions paid as part of employed or self-employed activity.
Continued or optional periods: allowing you to maintain or initiate affiliation under certain conditions.
Retroactive purchase of periods: you can buy back certain periods to complete your qualifying period.
Supplementary periods: certain specific periods recognised by Luxembourg legislation.
The composition of the qualifying period taken into account varies depending on the age at which you wish to retire: some conditions require a minimum number of periods in specific categories. The CNAP remains your main point of contact for checking your personal situation.
The age condition
The minimum age depends on the type of early retirement sought. In all cases, it is below 65, but specific thresholds apply.
What is the early retirement age in Luxembourg?
In Luxembourg, two age thresholds entitle you to an early old-age pension under the public scheme:
Early retirement at 57 It is possible to retire at 57 provided you can show a qualifying period of 40 years made up exclusively of compulsory insurance periods. This is the most demanding criterion, but also the one that allows the earliest retirement.
Early retirement at 60 At 60, the conditions regarding the composition of the qualifying period are more flexible: A total of 40 years is required, which may include different types of period (compulsory, supplementary, etc.), with a minimum of 10 years in certain period categories according to the criteria defined by the CNAP and the Guichet.lu portal.

How do you apply for early retirement in Luxembourg?
An application for an early pension should not be rushed. It should be prepared several months in advance, and the channel to use depends on your residence situation and the length of your career.
Recommended time frames
Career only in Luxembourg: submit your application two to six months before your intended retirement date.
International or multi-scheme career (e.g. a cross-border worker who has worked in France and Luxembourg): allow at least six months to coordinate the information between the different bodies.
Where should you submit your application?
Luxembourg resident: the application is made directly to the CNAP, together with the necessary supporting documents.
Non-resident / cross-border worker: the application is submitted to the pension body in your country of residence, which coordinates with the CNAP.
The processing time may vary considerably, especially if data has to be collected abroad. So it is best to plan ahead!
What are the advantages and limits of early retirement?
The advantages
Leaving earlier gives you more time to enjoy personal, family or voluntary projects.
The possibility of making a real life transition, at your own pace, without waiting until 65.
For some, it can mean a better quality of life and an opportunity to anticipate health issues linked to physically demanding or stressful jobs.
Limits not to be underestimated
Retiring earlier also means receiving a pension for more years, which can affect the monthly amount. In addition, if you are considering returning to or continuing paid work after early retirement, before the age of 65, rules on combining work and retirement apply. These anti-accumulation rules may limit your combined income: check with the CNAP before deciding.
What to do before deciding
Have a simulation or career review carried out. This will allow you to assess the amount of your future pension accurately and identify any shortfalls to be filled, for example through supplementary private savings.
AXA’s recommended step
The government pension alone is often not enough to maintain your standard of living once your career is over.
Supplementary retirement savings, tax-deductible up to €4,500 per year, can make all the difference.
With AXA's MySmartPension, build up capital at your own pace, with flexibility and growth potential.
What changes on 1 January 2026 for early retirement?
The reform of the Luxembourg pension system, whose bill was adopted on 18 December 2025, entered into force on 1 January 2026. Its purpose? To strengthen the long-term financial viability of the public scheme and gradually bring the effective retirement age closer to 65.
What changes in practice
Increase in the overall contribution rate: rates are being increased to help secure the system’s long-term funding. This measure concerns employees and employers alike.
Access to early retirement at 60 is becoming progressively more demanding: the conditions for access to this arrangement are expected to tighten gradually. If you are approaching the required age, it may be wise to act now.
A notable new feature: progressive retirement. The reform highlights a transition mechanism allowing part-time work to be combined with part of your pension, subject to conditions. An interesting option for those wishing to slow down gradually before retiring for good. The legal age of 65 does not change. However, for early retirement at 60, the required career length (currently 40 years) will be gradually extended from 1 July 2026. It will increase from 480 months to 488 months by 2030 (+1 month in 2026, +2 in 2027, +4 in 2028, +6 in 2029 and +8 in 2030). Retirements at 57 or 65 are not affected by this extension.
In the face of these changes, one thing is clear: the first pillar, the statutory pension, will be under increasing pressure and subject to increasing constraints. Building an additional source of income today through the third pillar, private savings, is becoming increasingly essential.
