What is the procedure for registering an imported vehicle in Luxembourg?

Importing a car into Luxembourg means following a very specific administrative process. Although the steps vary depending on where the vehicle comes from, the basic rule is universal: any vehicle owned by a person residing in Luxembourg, or by a company based in the Grand Duchy, must be registered before it is driven in the country.

The two key authorities to know are the Customs and Excise Agency (for customs formalities, in the case of non-EU imports) and the SNCA, Service National de la Circulation Automobile, which issues Luxembourg number plates.

In general, the procedure follows these main steps:

  • Gathering the vehicle documents (proof of ownership, certificate of conformity, foreign registration document).
  • Customs clearance if the vehicle comes from a country outside the European Union.
  • Having the vehicle undergo a conformity roadworthiness test at an approved centre.
  • Submitting the registration file to the SNCA to obtain Luxembourg number plates.
  • Taking out valid car insurance in Luxembourg before the vehicle is first driven.

Calculating customs charges in Luxembourg: what import duties apply to a car from outside the EU?

Customs duties primarily concern vehicles purchased outside the European Union. If you import a car from the United States, Japan, the United Kingdom or any other third country, you will have to complete the Luxembourg customs procedure before you can register your vehicle.

Under the regulations currently in force, two charges apply when importing a vehicle from a non-EU country:

  • Import duties of 6.5% to 10% depending on the country of origin and the applicable trade agreements.
  • Luxembourg VAT at a rate of 17%, calculated on the declared value of the vehicle, including transport costs.

Once these duties have been paid, Luxembourg Customs issues a document (vignette 705) that is essential to start the registration procedure with the SNCA.

Important point: the calculation is based on the declared value of the vehicle. The customs administration may check and adjust this value if it considers it to be undervalued. It is therefore essential to have supporting documents (purchase invoice, bank statements, official valuations) to justify the purchase price.
If the vehicle was purchased in a country with which the EU has concluded a free trade agreement, import duties may be reduced or waived, but VAT remains payable in all cases.

Importing your own vehicle when moving to Luxembourg
